I haven't confirmed this information myself. But if US weapons are indeed falling into the hands of the Taliban-A, Taliban-P and the ISI, this would mark an unprecedented era of "seeding" by the US. Recall, the Iran-Iraq war where they armed Iraq to invade Iran for the purpose of pressuring Iran to trade weapons for US hostages (Iran-Contra Affair). They seeded the MAK (al Qaeda's predecessor) and the mujahideen to fight the Soviets and they allowed ISIS to take Mosul to reinvigorate it and prolong the fight.
